Back-office Excellence — Accelerating Transformation and New System Implementation

Why This Matters

Agencies face growing pressure to deliver better outcomes with fewer resources. Back-office excellence is no longer limited to large-scale transformation programmes. It’s just as powerful when deploying a new system.

  • Lower total cost of ownership
  • Improved reliability and ROI
  • Simplified integration and faster upgrades
  • Enhanced compliance and interoperability

The All-of-Government Common Process Model (CPM)

The Common Process Model (CPM) is the benchmark for NZ Government back-office process and system design. Originally developed by the NSW Government and refined over eight years by Department of Internal Affairs (DIA) with assistance from Azimuth Consulting, the CPM provides a ready-made foundation for both transformation and new-system implementation.

The CPM will also underpin Marketplace-ready ERP solutions (FMIS, HRIS, Payroll, EAM, WH&S, ITSM) and be offered through DIA’s Back-Office Digital Transformation Service (enterprisesupport@dia.govt.nz) enabling agencies to deploy faster and with greater confidence.

What CPM Delivers

CPM allows agencies to start projects with a best-practice baseline, reducing uncertainty and accelerating delivery.

For Agencies

  • Pre-defined business requirements across Finance, Procurement, HR, and Payroll
  • Process maps, role definitions, and compliance controls aligned to NZ standards
  • Faster procurement and implementation through reduced design effort
  • Consistent foundation for training, testing, and continuous improvement

For Government as a System

  • Greater cross-agency consistency and interoperability
  • Shared capability and performance benchmarks
  • Transparent efficiency and measurable outcomes
